do programs hurt performance when they are not running?

if so will programs continue to hurt performance after being uninstalled and a registry clean?

do standalone programs hurt performance when they are not being used?

if not where can i get some?(already seen www.portableapps.com)

If i uninstalled everything and ran a registry cleaner would my computer perform like new again, or would the cleaner miss stuff?

What is the best free registry cleaner?

do ram optimizers really have an effect on low memory systems?

if so what effect and what is the best free optimizer?

what is the best way to uninstall software? (control panel, software provided uninstall software, delete from "program files" then run registry clean)

i know i need more ram but that is out of the question because i don’t have the money to buy it.

and my other computer with xp and 383 mb ram runs like lightning, although it is a fresh install.

A virus called XP smart security attacked my computer. I did all the steps listed on this website http://www.bleepingcomputer.com/virus-removal/remove-smart-security except for the last one that said delete my system 32 file.I’m nervous about deleting that since I heard it’s a very important component for a computer. Anyway, I also downloaded and ran in safemode Malewarebytes,Wondershare Registry Optimizer, Spybot-search and destroy, AVG 9.0 Anti-virus plus firewall, and Auslogics Registry Cleaner. The problem is even though I know the virus is gone it has left a lot of problems in its wake even with all the computer helping stuff I downloaded.

First I can no longer do anything under my username. It is the name I was under when the virus attacked. If I try to open the internet or go to control panel these two things will pop up. A box saying Open with comes up and then proceeds to list programs. That box shouldn’t be coming up in the first place,and even when I go along with it still no internet. For the control panel this message comes up C:/windows/system32/rundll32.exe/application not found.

Strangely this doesn’t happen in my other administrator user-names. Just the one that I was on when the virus came. However, there are some problems under the username I’m now under as well. Firefox will crash if I go to certain sites or I will get redirected. Also I can go to safe mode, but I can no longer do anything while there. I have a strong feeling this virus rewrote some things in my registry, and even with the registry cleaners I used I’m still having problems. What am I doing wrong?

Should I I go on ahead and do the last step in the link I provided which is deleting the system 32 file? That does seem like where the problems are coming from since all the errors I keep getting have that file name in it. If not what can I do? Everything is wrong or won’t work at all under my original user-name. Even system restore. My other user-names aren’t all that better. What can I do to get my computer fully back in good health. PC Health Optimizer problem?

Every time I click on a tool (eg. registry cleaner), windows installer will pop-up showing "Installing…” and when I click cancel, the pop-up will come again. Why is this?

speed optimizer 3.0′s 1 click optimizer cleans up redundant and invalid registries… and it deletes them, and frees some MBs… Is deleting registries wrong? please help… i just got a stop error last night… and i’m guessing that its because i’m clearing registries using 1 click optimizer…

**to those who don’t know the answer, please don’t answer and post silly things… i’m in need of help, and i don’t have time for foolishness.. thank you…
